1- Organizer, Motive and Dates

Arte Non Stop Festival, is the International Film and Art Festival that will take place in Buenos Aires, Argentina, at the end of September, organized by the Producer Arte Non Stop, to celebrate the Third year of its Art Space. Opening its doors to receive this new Festival in Buenos Aires combining Cinema, Painting and Sculpture in one place. Under the exclusive theme of cinema. Calling local and foreign filmmakers and artists to share their works at our event. Where the selected exhibition of films and works of art, private and open functions, debate talks and master classes will be held, accompanied by the tasting of exclusive wines, manifesting and sharing all the sensations and emotions of feeling and art, together with new friends , between September 27, 28, 29 and 30, 2018

2- Registration and Selection Method
2.a- / CINE
As of February 1, 2018, the Festival will open the registration for feature films, medium-length and short films of fiction, animation, documentaries and national and international experimental films.

2.b- / ART

From February 1, 2018 the Festival will open the registration for works of art of character Painting and Sculpture, being the same exclusively on subjects of films, either characters and / or recognized scenes, of national and / or international films.

2.c- On Line Platforms

In both cases, Cinema and Art, the registration will be done through the official website of the festival -www.artenonstopfestival.com- from where I could access the online registration platforms, making the complete procedure-inscription, payment and shipping material- from them

All productions completed between January 1, 2015 and July 31, 2018 for Film may participate

All the finished productions will be able to participate before 31 August 2018 for Art – Paintings and Sculptures.

3- Sections

The Festival’s programming will include competitive and non-competitive sections. Films and selected works will be included in the section that the selection committee deems appropriate and scheduled in the places, days and times that it determines at its discretion.

4- Registration and Admission Fee

The inscription of Films and Works of Art to the Festival has a cost of admission for each film, contest of chosen competition or work of art presented. You can register all the films you want, in one or more official selection (if you meet the requirements of each of them) that is appropriate to the same and / or works of art you want, contemplating that you must make an independent registration for each of them

The Producer / Artist holder of the rights must communicate to the Festival, before July 31, 2018, through the applications provided to such case by the Festival, Registration Platforms, their desire to participate, sending the registration form duly completed, that once sent will have the character of affidavit and it will state that it knows and accepts the whole of the present regulation.

5- Participation

The mere participation in the Festival accredits the total acceptance of these regulations. Once registered and selected, the Film / Artwork may not be withdrawn from the Festival’s program, nor may it be exhibited in any other field in Argentina before its official presentation at the International Art and Film Festival of Art Non Stop Festival.

The people linked to the selected films / works undertake not to disclose their participation until the Festival’s programming is announced by the Organization itself at a press conference and / or official publication for that purpose on its official website.

The Festival accepts films that participate and / or are registered as well as by their producers, by their distribution companies, in the case that they have it (accompanied by the corresponding authorization of their Producers)

In any of the cases, it is clarified that the Festival DOES NOT PAY ANY CANON. NEITHER ROYALTY, NOR FIXED COST OF PAST any for exhibition rights NOR producers or distributors for being exhibited their films within the Festival. All that Film (Producer / Distributor) that requests payment, compensation and any retribution for participating in the film of the Festival, will be automatically discarded from the Festival.-

The Festival is of Independent character. Supports and works with the systems / formats / means of free projection (MKV-Stereo-etc), so it is NOT responsible for ANY cost for possible claims derived from PATENT RIGHTS and / or AUTHOR included in the films participating in the Festival . Any claim of such nature will be responsible -unique and direct- the Producer / Distributor of each Film, who exempt the Festival from any responsibility

6- Competencies

6.a-Official Competitions
The selection committee of the Festival will program the different competitive sections.
They aim to allow the participation of both experienced filmmakers / artists with a long history, as well as, enable the access and dissemination of new filmmakers. The Committee has the power to create other parallel competitive sections.

6.1-Official Competition International Feature Film (Film)
For those filmmakers who have 2 (two) or more feature films (national and / or international) of fiction, animation and / or documentary (made in any film format 35mm / 16mm / HD Video). The duration of the same must be greater than 60 (sixty) minutes.

6.2-Official Competition Debut Film /Opera Prima (Cinema)
For those filmmakers who present their first feature film (national and / or international) of fiction, animation and / or documentary (made in any film format 35mm / 16mm / HD Video). The duration of the same must be greater than 60 (sixty) minutes.

6.3-Official Competition Animation (Cinema)
For those filmmakers who present their feature film (national and / or international) of fiction and / or animation (made in any film format 35mm / 16mm / HD Video). The duration must be greater than 60 (sixty) minutes.-

6.4-Official Documentary Competition (Cinema)
For those filmmakers of documentary (national and / or international) of documentary, documentary and / or documentary (made in any 35mm / 16mm / HD Video format). The duration of the same must be greater than 45 (forty-five) minutes.

6.5-Official Competition Medium Length Film (Cinema)
For those filmmakers who present their film (national and / or international) of fiction, animation and / or documentary (made in any film format 35mm / 16mm / HD Video). The duration of the same, from 10 (ten) minutes to 45 (forty-five) minutes -including titles-

6.6-Official Short Film Competition (Cinema)
For those filmmakers who present their short film (national and / or international) of fiction, animation and / or documentary (made in any film format 35mm / 16mm / HD Video). The duration of the same must not exceed 10 (ten) minutes -including titles-

6.7-Official Competition Painting (Art) – Including the Cartoon-
For those filmmakers / Artists who present their works (national and / or international) in fabric / cardboard, frames of 50cm x 50cm / 50cm x 70cm / 70cm x 100cm / 100cm x 100cm / 100cm x 150cm and / or 150cm x 150cm, made in any technique and materials (acrylic / oil / graphite / etc). Whose exclusive subject of the works will be to represent Characters and / or Scenes of recognized films. – (Be Mimeico, Caricatured, and / or free Representation, but always based and recognizing the chosen character or scene) .-

(You must send a video of up to 1 minute in the form of presentation of the work and the author- You will not judge the edition thereof, it is visualization)

6.8-Official Competition Sculpture (Art)
For those filmmakers / Artists who present their works (national and / or international) made in any technique and in non-perishable materials (clay / iron / wood / etc) with measures between 20cm x 20cm x 20cm and 150cm x 150cm x 150cm for works and sculptors who participate from abroad. While for works and sculptors that participate from / from Argentina, it is Without Measurement Limit. In both cases, the exclusive theme will be to represent Characters and / or Scenes of recognized films (Be Mimeico, Caricatured, and / or Free representation, but always based and recognizing the character or chosen scene) .-

7- Jury

The Festival selection committee will appoint the members of the jury, which will be made up of personalities from the cinema and art world, both from Argentina and from other parts of the world. The votes of the Jury will be secret, and the decisions will be adopted in simple majority. A representative of the Festival may attend the deliberations of the Jury, in case of needing to break a fault. The members of the Jury are firmly committed not to publicly express their opinions regarding the films / works of art submitted for their consideration, before the official proclamation of the prizes.

 

8- Diplomas / Awards

The Jury of the International Official Competition will award the following Diplomas / Prizes:

Best Feature Film – Best Director – Best Actress – Best Actor

The Jury of the Official Competition Prima Opera will award the following Diplomas / Prizes:

Best First Feature / Feature Film – Best Director

The Official Animation Competition Jury will award the following Diplomas / Prizes:
Best Feature Film Animation – Best Director

The Jury of the Official Medium-Length Competition will award the following Diplomas / Awards:

Best Medium-Length Film – Best Director

The Official Short Film Competition Jury will award the following Diplomas / Awards:

Best Short Film – Best Director

The Jury of the Official Documentary Competition will award the following Diplomas / Prizes:
Best Documentarie Film – Best Director

In all Official Competition, a Diplomas / Special Prize will also be awarded

for the Best Direction / Female Director

The Jury of the Official Painting Competition will award the following Diplomas / Prizes:
Best Painting – Best Artistic Interpretation

The Jury of the Official Sculpture Competition will award the following Diplomas / Prizes:

Best Sculpture – Best Artistic Interpretation

 

9- Honorable Mention

The Jury may determine at its discretion to award an Honorable Mention to the films, directors, actors, directors, paintings and / or sculptures that it deems appropriate and relevant to distinguish, above the other Diplomas / Prizes mentioned.

10- Mention of Participation to the Festival

The producers and distributors of the films that make up the Competitions agree to include in all advertising and press material the phrase “International Feature Film Official Selection”, “Official Selection of Debut Film”, “Official Selection of Animation, “Medium Length Film Official Selection” , “Short Film Official Selection”, Official Painting Selection “and / or” Official Selection Sculpture “, using the Festival logo. This commitment applies both to commercial premieres in cinema and to commercial launch in Blu-ray, DVD, as well as artists in their Exhibitions and / or Catalogs. The producers and distributors of those films / works of art that obtain prizes commit themselves to highlighting them in all their advertising, web pages and press material, using the logo of the Festival. This commitment applies to both commercial premieres in cinema and commercial release in Blu-ray and DVD.

The logo will be available on the Festival website.

11- Materials required for the selection

The Producer holder of the rights must send by mail or digitally to the Festival the following:

A registration form, completed, your registration is taken as signed. It is available on the Festival Registration Platforms.-

a- / Cinema

In the case of a film, send a copy to the aforementioned online platforms, of the spoken or subtitled film in Spanish and English. Within the comments or attached details, the title of the film, the name of the director, duration, must appear. subtitled and an email address and telephone contact / whatsapp.
In case of sending a DVD (PAL or NTSC, any zone), it must be correctly labeled as mentioned above.-

b- / Art

In the case of being a Painting, you must send a film / video of between 30 (thirty) seconds and 1 (one) minute with images of the work, presentation and comments of the author / director of the same, including, as much as possible, images of the process of creation until the realization of it (accompanied by sketches, photographs, images, etc.). And in addition, you must send 2 (two) photos of the work (without frames) in high definition- One of the Work alone, and another, next to the Artist (without other people)

In case of being a Sculpture, you must send a film / video of between 30 (thirty) seconds and 1 (one) minute with images of the work, presentation and comments of the author / director of the same, including images of the creation process until the realization of the same (accompanied by sketches, photographs, images, etc). And also send 6 (six) photos- (neutral background and only the work) – A front, one from each side, one from the back, one from above; and one in front with the artist next to her. (without other people)

IMPORTANT

Bear in mind that the works of Art (Paintings and Sculptures) selected and sent to the Festival from abroad, (which pass through Customs) will be ceded as Permanent Donation to the Festival / Producer, to be exhibited during the Festival, and subsequent to it, in other possible Events, Art Spaces, Galleries, Producer and / or appear in TV programs and graphic publications / web / etc. Without having any right to extra compensation that already stated in the rules of the Festival. Committing ourselves in any of those cases, to quote in a legible way the name of the author / artist of the Work, and his participation in the Festival-

Works that participate from Argentina (both national artists and foreigners, who are settled and living in the country, and are delivered from Argentina, which do not pass through Customs) do not have the obligation to be ceded in donation, may be withdrawn personally by the author after the Festival, and / or donate them to the Festival at their discretion.

12- Submission deadline

They can register from February 1, 2018, until the deadline for submission of all categories, on July 31, 2018, without exception. Extended Dead Line August 15. The selection committee is not obliged to see material registered late.

All productions completed between January 1, 2015 and July 31, 2018 can participate.

13- Submission of material of the Selected Participants

All film material will be received via FTP / WeTransfers or similar. In case of sending material by postal mail – In case of sending DVDs of foreign films or of the interior of the country, all applications must be sent (paid in advance by the sender) to the address below and to the name of the Director of the Festival.

In the case of Works of Art – Painting and / or Sculpture – that are not made and / or delivered from Argentina, that is to say that they are sent from outside of Argentina, for a customs issue, they must be sent unsigned On the work, the work will be accompanied by a label / tag attached to the back of the painting and / or Bottom of the sculpture with all the data of the author and the work. (In case the artist is selected and personally visits the Festival, he / she may sign it before the Festival Committee) The Festival DOES NOT cover any shipping costs, Neither Taxes, nor Other costs related to his / her sending and / or participation, Everything is responsibility and position of the participant.

14- Customs

The Festival will not be responsible in any case for the payment of customs duties (or other costs derived from it, or the content), of the materials sent, in case these are retained. The Contestant will pay the costs of sending the prize, in case of being selected / awarded to any prize by the Committee as the winner, in case of NOT attending the Festival to withdraw it personally.

They must request letter of invitation / participation to the Festival to accompany the package with the shipment of the material

15- Returns / Shipments

None of the materials submitted for the selection will be returned to the contestant. But they must contemplate that if they do not attend the Festival, if they are worthy of the Committee of any Honorable Mention and / or selected Winner of some of the Official Awards, the Prize will be sent at the cost of the contestant. , since the Festival does not take care of said shipping costs.

16- Selected Works / Catalog

In order to correctly edit the catalog, for each selected Film / Artwork, the Festival must receive a complete registration form with the following data / materials:

Synopsis of the film / Work, biography and filmography of the director / Trajectory of the Artist, a photo of the film / Work, and complete list of technical and artistic credits. The required materials must be sent as soon as possible once the invitation of the film / work to the Festival has been accepted and respecting the deadline that will be opportunely communicated.

Decisions about the editorial contents of the catalog are the responsibility of the Festival.

16- Press Material / Promotion

In the case of having them, posters, photos, postcards and press materials and interviews will be required to be used by the press office of the Festival. (in case of needing to be made, the costs of realization are paid by the participant)

The Festival will be able to use fragments of the films of a maximum of 2 to 3 minutes in Largo – and medium length film, and from 30 to 45 seconds in the short films (national and international) and photographs of the Paintings and Sculptures (filming will be accepted until 15 seconds of each of the works)

If the fragments were not available from the film’s producer, the Festival may copy one or more fragments of the film, as well as make new photographs of the Paintings and Sculptures to be used for promotional purposes during the Festival.

In order to disseminate the programming and each of the selected Works, the Festival may use digital photos and clips (2 to 3 minutes) of the films / Works on its website.

17- Video Archive – Committee / Jury / Press

The selected films and photos of the works of art will be available in the Festival’s online Video Library during a pre-established period of time. The video library will be for the exclusive use of the press and accredited guests of the Festival.

By agreeing to be part of the Festival, those who own the rights grant permission for their film to be included, and exhibited artwork. For these purposes the producers of the selected films will be required to provide the festival with copies in the format that will be opportunely requested.

Demos and trailers will be received and distributed through the Festival.

18- Programming Exhibition / Screening

The assembly of the programming grid and the dates and times of exhibition / screening of each film and works of art are the exclusive decision of the Festival Organization.

19- Projection Formats

Since the Festival is of Independent character, it will use the formats of free projection, and of stereo sound, using digital formats in said projections. The video formats in which the works can be exhibited during the festival will be informed in a timely manner to those selected,

The presentation in other formats or video systems requires the authorization of the Festival. Once informed the projection format to the Festival Organization, it can not be changed.

20- Languages ​​and Subtitling (Movies)

The selected films will be shown in their original version.

For foreign films: If there is a projection copy with subtitles in Spanish, it will be preferred for the Festival. If there is no copy with Spanish subtitles, a copy with subtitles in English will be required (unless the film is spoken in this language). In addition, a list of dialogues in original language and in English (with time codes) and a DVD or digital file with the final cut of the film as it will be projected will be required to prepare the electronic subtitling.

For Argentine films: If there is a projection copy with English subtitles, it will be preferred for the Festival. If the English subtitled copy is not available, the Festival may require a list of subtitles in English (with time codes) and a DVD or digital file to prepare the electronic subtitling. In the case of competing Argentine films, all copies will be required to be subtitled, except in cases where the original language is more than one and always with the express authorization of the Festival Organization.

THE FESTIVAL DOES NOT DO THE SUBJECTING OR SUBTITLED WORK OF ANY FILM / PRODUCER SHOULD DO SO AT ITS EXPENSES AND COSTS.

21- Sending Diplomas and Awards

Both the Diploma, and / or Recorded Claquetas, and / or Recorded Obelisks, and / or Recorded Plates, and / or Medals, Winning Figurines and Honorable Mention, and / or any other Type of Reminder Material of Special Mentions and Awards, are sent at the cost of the winner of the same and made only at the request of the same, covering their costs of realization previously.

Works of Art for the exhibition will be indicated by the Festival Coordination area, once the film and the Art Works are invited to the Festival, the producer / artist should not send the material until receiving said instructions.

No material sent to the Festival will be returned

Awarding of Award Winners by the Festival

The Festival will deliver a Diploma in pdf format with the data of the winner, film / work and winning category and / or special mention received, via e-mail – The Festival will NOT be responsible for the cost of realization, nor recording of the sending of the Prizes . The Winner / Winners will be the ones who pay all the costs of said plate to do the same for their commission through the Festival and sending it to reception (Except those who are present at the awards ceremony who will receive the Official Diploma at hand) .-

22- Availability of Copy / Works of Art

The video copy and the Works of Art must be available during the entire period of the Festival.

The Festival must have the material in Buenos Aires before August 31, 2018.

23- Remito

a / Cinema

A pro forma referral must accompany the film, indicating the name of the sender, the title of the film, the format, the duration.

The referral model will be provided by the Festival Organization.

b / Art

A pro forma referral must accompany the Work of Art, indicating the name of the sender, the title of the Work, the technique, format / materials and dimensions.

The referral model will be provided by the Festival Organization.

In addition, a technical report will be sent regarding the status of the copy / work that will be reviewed by the Festival’s Projection / Curator Area.

24- Returns

The Festival will not refund any material delivered.

The copies of the films, together with the promotional material and press, will be stored in the archive and will not be shown outside the Festival.

The Works of Art, Paintings and Sculptures will remain as a Permanent Donation to the Festival, with the commitment to quote in a visible and legible way the author and title of the work.

25- About this Regulation

The mere participation in the Festival accredits the total acceptance of these regulations. Any conflict not foreseen in these regulations will be resolved by the organization of the Festival. The Festival Organizers have the power to change the rules of the Festival in whole or in part, only in case of having the unanimous vote of the members of the Festival Committee for that purpose.
